L'enjeu fondamental de la politique de montagne. La différenciation territoriale de l'action de l'Etat

Abstract

[eng] A global policy for mountain areas has been in the making over recent years. A parliamentary board of inquiry (Souchon board) and a report by M. Besson are important steps in the shaping of a law for the development and protection of mountain areas. It has been voted by the Chamber of Deputies and is being examined by the Senate. Its two guiding principles are differentiation and self development. However applications of different policy measures to certain pacts of the territory is contrary to administrative usage and to commodity approaches. So the mountain law is a kind of test of the ability of policies to approach problemswith less uniformity. [fre] Depuis plusieurs années, une politique globale en faveur de la montagne tente de se mettre en place. Une étape décisive semble avoir été franchie après le travail de la Commission d'enquête parlementaire (Souchon) et le rapport Besson. La loi sur le développement et la protection de la montagne a été votée au Parlement et est en cours d'examen au Sénat. Politique différenciée et auto-développement en sont les deux concepts principaux. Le principe d'un traitement différencié d'une partie du territoire se heurte aux pratiques administratives et aux logiques sectorielles. C'est donc un enjeu fondamental que l'application de cette politique car elle peut faire avancer la question de la nécessaire différenciation territoriale de politiques nationales.
