Abstract

[eng] Two major trends are currently affecting rural space and will have strong effects in coming years: deep demographic and socio-economic change ; administrative decentralization and its consequence on land use rules. Zoning rules will now be in the hands of municipalities which must aware of the challenger and risks involved with their new responsabilities. The law on decentralization provided for intercommunal charters for development and planning. This new instrument will only be fruitful in promoting global development if all concerned can unite on common objectives and accept new behaviours. [fre] L'espace rural est aujourd'hui le lieu de deux évolutions qui pèseront lourdement dans les années à venir : des mutations démographiques et socio-économiques affectent en profondeur le milieu rural; la décentralisation aura des conséquences sur les règles et les pratiques d'occupation de l'espace. La maîtrise des plans d'occupation des sols par les communes qui le souhaitent exige que tous les partenaires soient conscients des enjeux et des risques. Parallèlement, la décentralisation peut favoriser, par les Chartes Intercommunales de Développement et d'Aménagement, une appréhension globale des problèmes de développement, mais cette opportunité nouvelle ne portera ses fruits que si lesélus locaux, les administrations et l'ensemble des acteurs du milieu rural savent s'associer autour d'objectifs communs. Au-delà de problèmes d'institutions, de procédures, la décentralisation fait appel à un nouveau comportement : c'est peut-être ce qui sera le plus difficile à susciter en milieu rural.
