Une perspective britannique sur la PAC

Abstract

[fre] L'agriculture du Royaume-Uni a largement bénéficié de son intégration dans la CEE, principalement dans les branches des grandes cultures. La productivité agricole a continué à croître et le taux d'auto-suffisance s'est nettement élevé. Mais le coût moyen de l'alimentation a été accru par le recours à des importations communautaires à prix élevés se substituant aux importations traditionnelles à bas prix. D'autre part, la PAC entraîne de forts transferts budgétaires et comme les structures britanniques sont bonnes il y a eu d'aides communautaires en sens inverse. Ceci explique la stratégie d'expansion agricole et de revendication d'allégements de la contribution financière du Royaume-Uni. Une politique de prix en baisse reflétant mieux l'état des marchés est recommandée. Les contingentements sont critiqués. Des aides au revenu et réechelonrîements des dettes seraient souhaitables (Red.). [eng] UK agriculture, and particularly its arable component, largely benefited from integration in the EEC. Productivity and self-sufficiency ratios have risen. The cost of food has however increased as high priced intra EEC trade replaced low priced traditional imports. The CAP also obliges UK to assume costly budget transfers and since farm structures are rather good, there are few community subsidies flowing in the other direction. This explains the strategy of development of production adopted in UK and the request for reducing UK contributions to the EEC budget. A more market orientated price policy is recommended. Quotas are criticized. Income supports and rescheduling of debts would be needed.
