Les problèmes de la vulgarisation agricole dans le cas de l'agriculture à temps partiel

Abstract

[fre] Les politiques agricoles ne peuvent plus considérer que les exploitations à temps partiel sont des formes transitoires devant être éliminées. La vulgarisation doit donc être au service de ces exploitations et de toutes les petites unités familiales. Ceci suppose des changements dans le comportement des conseillers et la mise en œuvre de méthodes différentes. Il faut gagner la confiance du groupe-cible ; prendre en compte l'ensemble exploitation-ménage-famille ; analyser les besoins spécifiques du groupe ; inciter les agriculteurs à une prise en main de leurs destinées ; les rendre capables de l'assumer. Ceci suppose une formation appropriée des conseillers et des aménagements dans les structures et la mentalité des services de vulgarisation. [eng] Agricultural policies cannot assume that part-time farms are of a transitory nature and should be eliminated. Advisory services must cater to their needs and help all small farms. This requires changes in the advisor's behaviour and the use of novel methods. The target group's confidence must be gained ; the whole farm- household-family complex should be considered and the group's special needs determined ; farmers should be induced to face their own destiny and given the ability to do so. Suitable training of advisors and changes in the organization and mentality of the advisory services are needed.
