L'efficacité économique de l'intensification laitière et la nécessité des aides de l'Etat

Abstract

[eng] By comparing economic results with a ten-year interval of two sets of dairy farms followed up by the local farm management centre, it is shown that although the intensification has greatly increased the farm income, this increase is almost entirely consumed by that of operating capital. The intensification process then becomes a necessity as it is the only way to obtain an income increment which otherwise would have to be taken off the disposable family income. A process is thus engaged which becomes a purpose in itself. Under these circumstances, public aids appear absolutely essential for the existence and development of intensive dairy farms. [fre] La comparaison des résultats économiques de deux ensembles d'exploitations laitières suivies par le centre de gestion de Loire-Atlantique, à dix ans d'intervalle, montre que l'intensification de la production a certes permis une forte augmentation du revenu agricole, mais que celle-ci est presque entièrement absorbée par l'accroissement du capital d'exploitation. La poursuite du mouvement d'intensification paraît devenir le plus souvent une obligation puisqu'elle seule permet d'acquérir le supplément de revenu nécessaire à l'accumulation qui, sinon, serait prélevé sur le revenu disponible pour la famille. Ainsi se trouve engagé un mouvement qui semble n'avoir plus d'autre fin que lui-même, l'accroissement du capital devenant la raison effective de l'accroissement du revenu agricole. Dans ces conditions, les aides de l'Etat (soutien des prix, aides aux investissements...) apparaissent nécessaires au maintien et au développement des exploitations laitières intensives.
