La question des "transferts" dans le développement agricole en Europe socialiste (URSS et autres pays de l'Est)

Abstract

[eng] The industrial and agricultural development of USSR and (after 1 945) other European socialist countries was characterized by huge transfers of wealth, first from agricultural to industry, and then in the opposite direction. This gigantic turn around can be understood only in keeping with the deep specificity (compared to the industrialized West) of the internal and external conditions, the rhythms and the mechanisms of the socio-economic development in this geo-political area. So one can explain the change from a «peasant» agricultural,collectivized in a way to function as an enormous ^surplus pump» to the advantage of the «primitive industrial accumulation», to a stage when one tends to realize, socially faster than technically, the «industrialization» of agricultural on a strict meaning, i-e the model of the «factory» in the fields. The setting up and the functioning of this model are generally costly and feed themselves, obviously, in great part, on a levying from industry. [fre] Le développement industriel et agricole de l'URSS et (après 1 945) des autres pays socialistes européens a été marqué, dans une période historique relativement courte, par de massifs transferts de richesses de l'agriculture vers l'industrie, puis dans le sens opposé. Ce gigantesque balancement ne se comprend qu'au regard de la profonde spécificité, par rapport à l'Ouest industrialisé, des conditions externes et internes, des rythmes historiques et des mécanismes du développement socio-économique dans cette zone géo-politique. Ainsi s'explique le passage d'une agriculture paysanne, d'abord collectivisée de manière à fonctionner comme une énorme «pompe à surplus» au bénéfice de «l'accumulation industrielle primitive» accélérée, à une phase où on tend à réaliser, socialement plus vite que techniquement, «l'industrialisation de l'agriculture au sens strict, c'est-à-dire le modèle de l'«usine» aux champs. La mise en place de ce modèle et son fonctionnement sont généralement fort coûteux et se nourrissent manifestement en grande partie d'un prélèvement sur l'industrie
