Abstract

[eng] Although Parliament has lost part of its prerogatives in the field of agricultural policy, the constitution of the Fifth Republic and the Common Market has made agricultural questions the most ardently debated subjects in the National Assembly and the Senate. . During the 1970-ties, Parliament has been presented with theses on agricultural policies which have had a great echo. . The following article retraces these theses and argues in favour of a better knowledge of farm incomes, a more selective use of the very important public funds devoted to agriculture and critizises the practice of direct subsidies and the too social orientation of farm credit distribution. . This article written in the beginning of 1981 considers the positions of the National Assembly as of its preceding composition which are very close to those of the Agricultural Commission for the VII Ith Plan.Nothing can be stated how ~ ever about the orientations of the new majority which will be defined within the agricultural budget proposal for 1982. [fre] Bien que le Parlement ait perdu une part de ses prérogatives en matière de politique agricole, du fait de la Constitution de la Vème République et de la mise en place du Marché Commun agricole, les questions agricoles restent parmi les sujets qui sont le plus ardemment et le plus longuement débattus devant l'Assemblée Nationale et le Sénat. . Au cours de la décennie 1970-1980, l'Assemblée Nationale a eu à connaître à l'initiative de certains des rapporteurs budgétaires et de celle du rapporteur de la loi d'orientation agricole.de thèses relatives à la politique agricole qui ont eu un retentissement indiscutable. . L'article ci-dessous rappelle ces thèses, prônant une meilleure connaissance des revenus agricoles, un emploi plus sélectif et plus judicieux des très importants fonds publics consacrés, sous une forme ou sous une autre, à l'agriculture, critiquant la pratique qui a été faite des aides directes aux revenus agricoles'et l'orientation trop sociale des crédits de l'agriculture. . Cet article, écrit au premier trimestre 1 981,retrace les positions de l'Assemblée Nationale dans son ancienne composition, positions souvent très proches de celles de la Commission de l'agriculture du Ville Plan. Elles ne présagent évidemment en rien des orientations de la nouvelle majorité, qui devraient être définies dans le cadre du projet de budget de l'agriculture pour 1982.
