Abstract

[fre] Instaurés en France en 1974, les plans de développement constituent l'instrument de la politique communautaire des structures définie par Sicco Mansholt en 1968. L'étude concrète de leur mise en place dans quelques départements a montré que cette concentration des moyens financiers sur une frange limitée des producteurs en plans de développement ne permet pas à l'agriculture d'atteindre les objectifs de parité de revenu et d'adaptation au marché avancés par la politique communautaire. Le seul objectif qui semble être atteint aujourd'hui reste l'accroissement du volume de la production et de la productivité du travail agricole. [eng] Initiated in France in 1974, development plans are now instruments of EEC's structural policy defined by Sicco Mansholt in 1968. Concrete research in some departments shows that this concentration of resources upon a restricted number of participating farmers does not enable agriculture to reach aims of income equality and adjustment with the market proposed by EEC's agricultural policy. The only tangible aim which seems to be reached to-day is the increase of agricultural production and work productivity.
