Abstract

[fre] En 1970 un programme d'encouragement et d'aide sociale complémentaire aux exploitations agricoles (EFP) a été publié et mis en application en RFA pour permettre la mise en œuvre rationnelle des facteurs de production : sol, travail et capital. . Publiée en avril 1972, la directive communautaire DME (Directive relative à la modernisation des exploitations agricoles) s'inspire en partie de l'EFP:on vise d'encourager les exploitations «aptes au développement»: leur exploitant l'est à titre principal, il exerce une gestion correcte, a reçu une formation professionnelle (ou a une expérience) d'au moins 3ans, sait tenir une comptabilité sur 10ans (ou la durée d'un PLD). . L'auteur donne une brève vue d'ensemble sur le dispositif actuel d'encouragement à l'investissement des exploitations individuelles en RFA. Quelques données sont fournies sur la mise en œuvre effective des mesures accordées dans le cadre de l'encouragement à l'investissement des exploitations individuelles en RFA. . En conclusion, est évoquée l'évolution de l'opinion publique en RFAsurcesujet. « L'aptitude au développement» n'est plus admise comme critère d'encouragement; l'aide souhaitée pourrait être une bonification des taux d'intérêt accessible à tous. Par ailleurs il convient avant tout d'améliorer l'équilibre des marchés agricoles, fût-ce en réduisant fortement les incitations aux investissements des exploitations individuelles (en particulier pour l'élevage). [eng] In 1970, a program for encouragement and for complementary social aid to the farms (EFP) was published and implemented in FRG to allow for a better allocation of factors : land, labour and capital. Published in april 1972, the community instruction DME, relative to the modernization of farms, finds in part its inspiration in the EFP. The purpose is to encourage the farm units «capable of development» : their head is mainly farmer, he is an adequate manager, he has received a professionnal education (or experience) of at least 3 years, and he knows how to hold an accounting over 1 0 years. . The author gives a brief overview of the present apparatus aimed at inducing individual farms of FRG to invest more. A few data are supplied about the actual implementation of that program in FRG. . In the conclusion is mentionned the change in the public opinion of FRG with respect to that matter. Development capability is no longer accepted as a criterion for incentive. The desired aid could be a subsidy on interest rate open to everybody. In other respects, before anything else it is suitable to improve the balance of agricultural markets, would it be through strongly reducing investment incentives for individual farms (in particular for livestock).
