L'agriculture, pétrole vert de la France ?
Abstract
[eng] In the government lobbies they pretend to make from french agriculture the "green oil" of the Nation ; they want the agro-exports to pay an increasing share of the energetic imports. But for ten years, this share has been decreasing, and the balance of agro-exchange hasn't grown as much as they were expecting. The trend in export of our agriculture induces a specialization with direct or indirect consequences on increasing imports of food products. Increasing the added-value of export products or trying to conquer new export markets can have just a limited effect. The reconquest of the national market, about which they begin to talk, is an other way, quite opposite to the expansion on foreign markets, and that suggests other fundamental choices of economic policies. En fait, depuis dix ans, cette part a été décroissante, le solde des échanges agro-alimentaires ne s'accroissant pas autant qu'on l'attendait. L'orientation de notre agriculture vers l'exportation se traduit par une spécialisation qui a pour conséquences directes ou indirectes un accroissement des importations agro-alimentaires. Tenter de sauver la situation en accroissant la valeur ajoutée des produits exportés ou chercher à conquérir des marchés sur les pays tiers ne peut avoir qu'un effet limité. Quant à la reconquête du marché intérieur, dont on commence ici et là à parler, c'est une autre voie, dans une large mesure opposée à celle de l'extension sur les marchés extérieurs, et qui suppose d'autres choix fondamentaux de politique économique.Download Info
