La France, au sein de la CEE, dispose-t-elle de stratégies face à la remise en cause de la politique agricole commune ?

Abstract

[fre] En dépit des succès remportés jusqu'ici par la politique agricole commune, les critiques des gouvernements, celles des consommateurs, voire même des agriculteurs, tout autant que dévolution des conditions économiques et de la situation de l 'agriculture, incitent à examiner si des solutions de rechange à la politique agricole commune sont possibles. . Après avoir examiné successivement et de façon critique l'ouverture totale sur l'extérieur, la zone de libre échange européenne, puis le refuge de d'autarcie, l'auteur conclut que ces trois hypothèses conduiraient une agriculture active et en expansion à devenir une agriculture assistée et en régression ce qui aurait des répercussions sur l'ensemble de l'économie. . Deleau suggère donc de s'orienter dans une voie de stabilisation des prix agricoles et d'équilibre des marchés, dont lies pièces maîtresses seraient la perception d'une taxe d'équilibre sur les produits de substitution, et l'adaptation du budget FEOGA à la PIB globale de la Communauté. [eng] In spite of the successes of the common agricultural policy so far government criticism and that of consumers and even of farmers as well as changing economic conditions and the changing agricultural situation, lead one to examine whether alternative solutions to the common agricultural policy are possible. . After having examined in turn and critically free exchange with the rest of the world, the European free exchange zone, and then autarcy, the writer concludes that these 3 hypotheses would transform an active, expanding form of farming into an assisted declining form which would affect the whole of the economy. . The writer suggests therefore that farm prices and the balance of markets should be stabilized and that the main means of achieving this would be the levying of a balancing tax on substitution products and that the FEOGA budget should be adapted to the whole of the Gross EEC Product.
