Plans conjoints et gestion de l'offre, un essai d'évaluation de leurs impacts

Abstract

[eng] This article presents the main results of an analysis conducted to evaluate the impacts of Canadian agricultural marketing boards. Two types of marketing boards are considered. Those boards who do not control production seem to have an impact on prices at the farm level but not at the consumer level. The greater bargaining power given to producers is enabling them to capture a larger share of consumer food expenditures. Marketing boards who perform supply management functions exert more important upward pressures on prices at both levels. They also stabilize these prices. The problem of the monetary value taken by the production or marketing quotas under supply management is discussed and judged somewhat less important than other people have thought that they were so far. [fre] Cet article présente les principaux résultats d'une étude qui visait à donner un aperçu de ce qu'ont été jusqu'à présent les impacts des plans conjoints de camimercialisation de produits agricoles mis en œuvre au Canada. Il est montré en particulier que les plans conjoints sans gestion de l'offre ont pour résultat de relever 'les prix à la ferme sans pour autant affecter les prix aux consommateurs. Le pouvoir de négociation accru que ces plans procurent aux producteurs leur permet de s'approprier une plus grande part du dollar dépensé par le consommateur pour s'alimenter. Les plans conjoints avec gestion de l'offre relèvent de façon pilus importante le prix au producteur ce qui se répercute sur le prix au consommateur. Ces plans contribuent aussi de façon significative à stabiliser ces prix. D'autre part le problème de la capitalisation d'une partie des bénéfices de ila gestion de l'offre dans sa valeur des quotas de production ne semblent pas aux auteurs de l'étude un problème aussi important que certains le suggèrent.
