Continuité et changements de la politique agricole française

Abstract

[fre] Une assez grande continuité a caractérisé la politique agricole de ces dix dernières années, notamment les grandes options de base. Cependant, une certaine évolution s'est accomplie dans les textes. . Une priorité a été accordée à l'installation des jeunes, en même temps qu'étaient quelque peu renforcés les moyens de contrôle des mutations de terres. Pour alléger la charge de l'investissement foncier, les pouvoirs publics ont décidé de promouvoir une nouvelle politique visant à élargir le marché locatif, notamment grâce aux groupements fonciers agricoles. Des aides ont été prévues dans le cadre d'une politique sélective en faveur des zones de montagne. Depuis la crise de l'énergie, les mesures de politique agricole prennent davantage en compte les impératifs écologiques. Dans le secteur de la politique économique, une priorité a été accordée à l'élevage (régimes d'aides, organisation de la production et des marchés). Sur le plan de la politique européenne, une première amorce de politique commune des structures a été faite avec les plans de développement. La fiscalité de l'agriculture ainsi que les rapports entre les agriculteurs et leurs salariés ont évolué dans le sens d'un alignement sur les règles applicables aux autres catégories socioprofessionnelles. Enfin, la politique participative a été renforcée, notamment dans la conduite des actions qui concourent à améliorer le niveau des connaissances des agriculteurs (actions de développement). [eng] Continuity and change in french farming policy - During the past ten years farming policy has been marked by considerable continuity especially regarding the basic options. Yet there has been a certain evolution in the texts. Priority has been given to young people setting up in farming while the means of controlling change in ownership of land have been tightened up. In order to reduce the consequences of investment in land, the authorities have decided to promote a new policy aimed at increasing the rented land market, in particular by land ownership groups (GFA). Aid has been introduced selectively for mountain areas. Since the energy crisis farming policy measures take ecological necessities much more into account. In the economic policy field priority has been given to stock-breeding both with regard to aid and to production and market organization. From the point of view of European policy a first attempt has been made at a common structures policy with development plans. Taxation in farming and relationships between farmers and their employees have come more and more in line with the rules laid down for other social and occupational categories. Finally participation policy has been stepped up particularly in forms of action that lead to an improvement in the farmer's level of knowledge.
