Abstract

[fre] Nous n'évoquerons dans cette courte communication que certains problèmes qui concernent : . — d'une part, les zones rurales marginalisées des pays en voie de développement de la « zone écologique méditerranéenne » et, notamment de celles qui sont le siège d'une production agricole aléatoire en raison des conditions d'aridité (zones arides et semi-arides) qui prévalent ; . — et, d'autre part, les zones rurales marginalisées des pays dits développés de la « zone écologique méditerranéenne » et, notamment de celles qui sont situées sous des régimes de précipitations moyennes annuelles élevées (zones subhumides à humides), qui ont subi dans le passé (2 à 4 millénaires) une forte pression humaine pour des usages agro-sylvo-pastoraux et qui, depuis quelques décennies, ont été abandonnées (ou qui sont en voie de l'être). . Soulignons au passage que les superficies occupées par ces deux catégories de zones rurales marginalisées sont respectivement de tordre de 200 millions et 100 millions d'hectares ! C'est dire que le sujet est de nature à intéresser quelques dizaines de millions d'habitants dont, en moyenne pour l'ensemble de deux types de zones considérées, 40 à 50 % sont encore des « producteurs ruraux ». [eng] The ecological and socio-economic bases of the alternative development . of marginal rural zones - In this short paper we shall only mention certain problems concerning: . — on the one hand the marginal rural zones in developing countries in the « Mediterranean ecological zone », particularly those where farm production can never be counted on because of the prevalent risks of drought (arid and semi- arid zones) ; . — on the other hand the marginal rural zones in the developed countries in the « Mediterranean ecological zone », particularly those situated in zones where the annual rainfall is high (sub-humid and humid zones) which in the past (2 to 4 thousand years) were exploited for agricultural, sylvicultural and pastoral purposes but which have been abandoned for some decades (or are gradually being abandoned). . It should be noted that the areas covered by these two categories of marginal rural zones extend respectively to about 200 millions and 100 millions hectares, which means that the subject may concern several scores of millions of inhabitants of whom, on average for both types of zone, 40 % to 50% are still rural producers.
