Abstract

[eng] Taxation and the development of farm structures - Until the early 1960's farm taxation was fully adapted to small-scale production methods and encouraged this method of production in farming. But recent tax reforms (especially VAT and taxation on real profits) have strongly encouraged part of farming to move towards industrial production methods. Present tax policy does not seem likely to foster a revival of small-scale « family » farming with « personal responsibility ». How can a new tax policy be worked out to achieve this end ? [fre] Jusqu'au début des années 60, la fiscalité agricole était tout à fait adaptée au mode de production artisanal et a favorisé la persistance de ce mode de production en agriculture. Mais les récentes réformes fiscales (notamment TVA et bénéfice réel) orientent fortement une fraction de l'agriculture vers le mode de production industriel. Les moyens de la politique fiscale actuelle paraissent inadéquats à l'objectif d'une agriculture néo-artisanale, « familiale, à responsabilité personnelle ». A partir de quels éléments élaborer une nouvelle politique fiscale adaptée à cet objectif ?
