Capacité de l'agriculture européenne et son avenir

Abstract

[fre] La science et la technologie ont déjà considérablement transformé l'agriculture : avec le concours de 100.000 chercheurs dans le monde entier, elles en remodèlent l'avenir selon l'évolution dépeinte par l'auteur dans son livre « L'avenir vert de l'Europe ». L'agriculture de demain changera encore complètement, doublant les rendements des productions végétale et animale, durant les décennies à venir. . Mais les débouchés ne croîtront pas dans les mêmes proportions. Le marché intérieur ne peut guère s'étendre. L'agriculture européenne n'est pas compétitive sur le marché mondial. A long terme, les pays en développement ne comptent pas comme acheteurs. De plus, une aide alimentaire libre, suivie, va contre l'intérêt de ces pays. . En conséquence, la capacité de l'agriculture européenne ne doit pas être accrue, mais au contraire réduite progressivement en gelant des terres cultivées et même en réduisant le cheptel. C'est pourquoi les exploitations non viables et les régions déshéritées ne devraient pas plus longtemps être subventionnées. Le changement structurel de l'agriculture européenne, nécessaire depuis longtemps, devrait être accéléré par un système de « pressions et incitations ». Ainsi l'aide financière aux agriculteurs qui se retirent, est-elle indispensable. . Grâce au progrès technique, les perspectives restent favorables pour les exploitants d'entreprises modernes, dans les meilleures zones de production. [eng] Science and technology have already modified farming considerably. With the help of 100,000 research workers all over the world they are remodelling the future of farming along the lines described by the writer in .Europe's Green Future. The farming world of tomorrow will again change completely, doubling the yield of vegetable and animal production during the coming decades. But commercial outlets will not increase in the same proportions. The home market can hardly increase. European farming is not competitive on the world market. In the long term, the developing countries do not count as buyers. Moreover, free,, long-term food aid is not in the interests of these countries. Consequently, European agricultural capacity must not be increased, but, on the contrary, be reduced gradually by freezing the land under cultivation and even by reducing livestock. This is why farms and regions which are unprofitable should no longer be subsidized. The structural change in European farming that has long been necessary should be speeded up by a system of « pressures and encouragements ». For this reason financial assistance to retiring farmers is indispensable. Because of technical progress the prospects for farmers running modern farms in better production areas remain favourable.
