Abstract

[eng] Strategic Foodstuffs - Although it is wise to give thought to the productive capacity of the farming-food industry as a strategic instrument for a nation or an ideological group, it is also indispensable to give thought to the strategy that must be worked out to overcome the problem of hunger in the world. The recent international discussions that have taken place, particularly at the World Food Conference have led to a greater awareness of the policies that must be adopted to reach this goal both on the national level in developing countries and on the international level. This strategy of war on want must first of all consider those who produce the means of fighting against it, in other words the farmers. To overcome hunger one must first of all create the conditions for a satisfactory development of farming. Amongst the necessary conditions, international agreements on foodstuffs, the development of food aid from the wealthy nations, support for the organization of farmers, particularly in developing countries seem most important. These conditions cannot be assured in a climate of permanent political an ideological disagreement. Surely governments should understand that in the field of war on want only broad general collaboration will enable progress to be made towards a strategy capable of dealing with the cause. [fre] S'il est bon de s'interroger sur la capacité productive agro-alimentaire en tant qu'instrument stratégique utilisable par une nation ou un groupe idéologique, il est également indispensable de s'interroger sur la stratégie à mettre en oeuvre pour vaincre le problème mondial de la faim. Les débats internationaux récents qui se sont développés notamment au sein de la Conférence Mondiale de l'Alimentation ont contribué à faire connaître un peu mieux les politiques à adopter pour atteindre cet objectif tant au niveau national dans les pays en voie de développement qu'au niveau international. Cette stratégie de lutte contre la faim doit s'occuper en priorité de ceux qui produisent les armes, à savoir les agriculteurs. Lutter contre la faim c'est d'abord créer les conditions d'un développement satisfaisant de l'agriculture. Au titre des conditions nécessaires, les accords internationaux sur les produits, le développement de l'aide alimentaire en provenance des pays riches, le soutien à l'organisation des agriculteurs notamment dans les pays en voie de développement paraissent prioritaires. Ces conditions ne peuvent pas être remplies dans un contexte de lutte politique et idéologique permanente. Les gouvernements ne devraient-ils pas comprendre que dans le domaine de la lutte contre la faim seule une collaboration large et ouverte permettra de progresser dans une stratégie qui soit à la hauteur de l'enjeu.
