Bilan de l'organisation économique des producteurs

Abstract

[fre] L'objectif des lois de 1960 et 1962 dans le domaine de l'organisation des producteurs visait à éliminer les offres anarchiques par un contrôle quantitatif de la production, à éviter l'effondrement des cours (par des actions de retrait) et à les régulariser (par des caisses de régularisation). . Pour l'essentiel ces dispositions législatives se sont appliquées dans les secteurs de produits où l'organisation des producteurs sous forme coopérative était insuffisamment développée (fruits et légumes, aviculture, bétail et viande). . La relative souplesse des formes d'organisations possibles et les aides liées à la création des groupements ont effectivement permis qu'une part appréciable de la production de ces produits soit organisée dans le cadre de groupements dont les deux tiers sont des coopératives et des SICA. . Toutefois, si l'application de ces mesures a permis une organisation partielle de la production, elle n'a pas été à même d'assurer une véritable organisation des marchés. . Elle ne pouvait d'ailleurs pas se substituer à la réglementation communautaire et les producteurs, même groupés, ne pouvaient pas endosser des responsabilités, notamment financières, qui sont celles des pouvoirs publics. . Quoi qu'il en soit, le bilan de l'organisation économique apparaît largement positif, il a en particulier fait pénétrer dans des secteurs qui étaient restés très réfractaires à toute notion d'organisation, la conscience du caractère indispensable de la maîtrise par les producteurs organisés de leur production et de sa commercialisation. . Cette politique mérite d'être activement poursuivie même si elle doit subir certains infléchissements pour s'ajuster notamment à l'évolution de la réglementation européenne et également à l'évolution des structures de l'agriculture. [eng] Results of the economic organization of producers - The aim of the laws of 1960-1962 as far as the organization of producers was concerned, was to eliminate anarchistic variations in supply by a quantitative control of production, to avoid a slump in prices (by withdrawing stocks) and to regulate them. . In the main, these legal provisions are applied in those sectors where the organization of producers in cooperatives was not sufficiently developed (fruit and vegetables, poultry, cattle, meat). . The relative variety of the possible forms of organization and the aid offered to newly-created groups have indeed enabled a considerable proportion of the production of these products to be organized in the framework of groups, two thirds of which are cooperatives and SIC AS. However, if the implementation of these measures has enabled a partial organization of production to be set up, it has not ensured an organization of the various markets. Moreover, it could not take the place of the EEC regulations and the producers, even in groups, could not take on responsibilities, particularly financial ones, that lie with the authorities. . However, the general results of this economic organization seem to be on the positive side. In particular, in those branches which were reluctant to adopt any kind of organization, the producers have realized that it was indispensible for them to gain control of their production and marketing. . This policy deserves to be continued even if it must be modified somewhat to conform to the development of the regulations of the EEC and to adapt to the development of structures informing.
