Abstract

[eng] The ownership of land and of the means of production in the period of transition towards the industrialization of production - The social progress of the rural community, the objective of the farm and land policy of the GDR, cannot be achieved without reforming the land laws. The land reform which, both globally and in principle, concerned land ownership and use and the means of production, is heading towards collectivization. The gradual changes in the laws governing land ownership and use are connected with the different stages of socialization. . The setting up of LPGs - farm products cooperatives - has led to a change in the law governing ownership of land and of the means of production and of output. The intensification of socialization and the gradual transition to industrial-type production methods, by means of the cooperative movement, are based on the setting up of bigger and more specialized production units - LPGs, GPGs, VEGs. Finally, as a result of the LPGs and VEGs, the intercoopera- tive - legally an autonomous body - has its own plan, management and finance. Its main concerns are improvement cooperatives, agricultural chemical centres (ACZs), intercooperative undertakings (ZBOs) and various specialized plants (for drying, storage, processing, animal production). . In conclusion, collectivization of land and of the means of production, the development of cooperatives and the setting up of specialized firms, make possible an intensification of agricultural production, the introduction of industrial-type production methods, lower cost prices,, better returns for funds invested, and greater productivity. The rights to land ownership of the cooperative members remain. Their ownership is realized above all within the activity of the cooperative and in their financial results. [fre] Le progrès social de la communauté rurale, objectif de la politique agraire et foncière de RDA, ne peut être réalisé sans une refonte du droit foncier. La propriété du sol, l'utilisation du sol et des moyens de production ont fait l'objet de la réforme foncière qui, globalement et dans son principe, s'oriente sur la collectivisation. Les modifications progressives du droit de propriété et d'utilisation sont reliées aux différentes phases du processus d'élaboration socialiste . La création des LPG, coopératives de production agricole, entraîne la transformation juridique du droit de propriété du sol et des moyens de production, et des fruits de cette production. L'intensification du processus socialiste et le passage progressif aux méthodes de production de type industriel, par la voie de la coopération, reposent sur la création d'unités de production plus grandes et spécialisées : LPG, GPG, VEG. Enfin, émanation des LPG et des VEG, l'installation inter-coopérative, autonome sur le plan juridique, dispose d'un plan, d'une direction et de fonds qui lui sont propres. Ses applications principales sont les coopératives d'amélioration, les centres d'agro-chimie (ACZ), chantiers intercoopératifs (ZBO) et diverses installations spécialisées (séchage, stockage, transformation, production animale). . En conclusion, la mise en commun du sol et des moyens de production, le développement des coopératives et la création d'entreprises spécialisées rendent possible une intensification de la production agricole, l'introduction de méthodes de production de type industriel, la diminution des prix de revient, un meilleur rendement des fonds et une plus grande productivité. Les droits des membres des coopératives quant à la propriété du sol, restent maintenus. Ils réalisent leur propriété avant tout à travers le travail de la coopérative et la rémunération qui en résulte.
