L'évolution du prix de la terre et de la répartition de la propriété foncière agricole

Abstract

[fre] Comment peut être utilisée la théorie de la rente foncière dans des économies où la hausse continue du prix de la terre agricole est, depuis vingt ou vingt-cinq ans, sans commune mesure avec celle des revenus agricoles ? . La synthèse apportée par Herdt et Cochrane pour le cas des Etats-Unis, est brièvement rappelée. Ensuite sont passés en revue les arguments habituellement invoqués pour expliquer cette divergence entre revenu agricole et prix des terres. Ces arguments sont classés en trois groupes. Les premiers tiennent aux conditions de la production agricole ; Iles seconds résultent du développement des infrastructures urbaines industrielles et touristiques ; les derniers expriment une préférence à détenir des actifs fonciers, en période de changement rapide. . L'auteur a étudié l'évolution de la répartition de la propriété foncière agricole ; une approche indirecte a été effectuée par l'intermédiaire des statistiques relatives aux surfaces affermées. L'évolution perçue est interprétée en se référant à trois types d'effets : un effet structurel traduisant le processus d'héritage du patrimoine foncier des agriculteurs, un effet de concurrence entre agriculteurs, et un effet urbain. . L'auteur souligne l'inégale répartition des transferts d'épargne du secteur agricole vers les autres secteurs, s'effectuant par le moyen du marché de la terre. [eng] The first part of the paper asks the question of the use of the land rent theory in economies where the price of agricultural land has been increasing for more than twenty years at a rate much higher than the agricultural income. After mentioning the synthesis brought by Herdt and Cochrane for the United States ' situation, the author classifies the most frequent arguments, called for to explain this divergence between agricultural income and land price, intho three groups : those resulting from agricultural production conditions ; those coming from the development of urban, industrial and touristic infrastructures ; and thirdly those expressing a land assets preference in a period of rapid change. . The second part presents a study on the evolution of agricultural land ownership distribution. It is an indirect approach made through statistics on tenanted areas. Thus perceived, the evolution is interpreted by reference to three types of effects : a structural effect referring to farmers ' property inheritance ; a farmers' competition effect and an urban effect. . The author concludes by emphasizing the inequality of the distribution of savings ' transfers from the agricultural sector to the others made by the way of the land market.
