Contribution à la méthodologie des études d'aménagement rural : la zone d'évolution homogène

[fre] Cet article a été rédigé en collaboration par des chargés d'études de l'Association Normande d'Economie Rurale Appliquée (A.N.E.R.A.), de l'A.R.E.R. Poitou-Charentes, du Centre Régional d'Etudes pour le Développement Agricole et l'Aménagement Rural (C.R.E.D.A.R.) et de l'Institut national de Gestion et d'Economie Rurale (I.G.E.R.) Les trois premiers organismes exercent, dans le domaine de l'aménagement rural, une fonction de bureau d'étude régional et sont fédérés à l'échelon national par l'I.G.E.R. . A la lumière de l'expérience acquise au cours des études de « secteurs d'aménagement rural », ces organismes ont peu à peu précisé leur méthodologie dans ce domaine. . Ils constatent que le cadre géographique trop restreint du « secteur » rend difficile des études qui doivent prendre en compte un avenir souvent incertain et que, par ailleurs, le choix de secteurs d'intervention dans une région doit être précédé d'une analyse générale de la réalité économique et sociale de cette région. . Dans ce but, les A.R.E.R. ont forgé la notion de « zone d'évolution homogène » qui leur permet de tenir compte de ces préoccupations. Ces « zones », délimitées selon une méthodologie dont les principes généraux sont exposés dans le présent article, constituent le cadre régional dans lequel peut être entreprise une politique concrète d'aménagement ; elles forment en quelque sorte la toile de fond sur laquelle pourront notamment être délimités par la suite les « secteurs ruraux » que l'on peut considérer comme des circonscriptions d'action et d'intervention.Download Info
