L'évolution des politiques agricoles

Abstract

[fre] Vers 1880, par suite de l'arrivée massive en Europe des céréales américaines, les politiques agricoles de divers pays ont évolué de façon bien différente. . Protectionnisme défensif en France et en Allemagne, « laissez-faire » en Grande-Bretagne, s'opposent à l'attitude constructive du Danemark, qui a su utiliser ainsi des céréales à bas, prix pourries transformer , en produits animaux. . La crise des années 30 a durement touché l'agriculture, provoquant l'intervention accrue des gouvernements. France, Allemagne, Grande-Bretagne et même Danemark ont renforcé les mesures de protection et multiplié les méthodes de soutien. . Depuis 1945, les mesures de soutien des prix et des revenus ont dû être adaptées, et les politiques agricoles sont devenues encore plus complexes. . Mais on a enfin reconnu que la politique des prix ne suffit pas à résoudre le problème agricole. L'exode rural est une condition nécessaire. Les programmes de développement agricole entrepris par les divers gouvernements ne semblent guère capables d'adapter l'agriculture aux conditions modernes. [eng] Around 1880, the arrival of large quantities of American corn. made the agricultural policies of European countries develop in different ways. . The defensive protectionnism in France and Germany and the « laissez-faire » of Great Britain contrast with, the constructive attitude of Denmark, transforming corn, at low prices into animal products. . The crisis of the thirties affected, agriculture very hard and brought about a greater state intervention. France, Germany, Great Britain and even Denmark' increased their protection and ways of support. . Since 1945, price and income support has been adopted, which make agricultural policies still more complexe. . However, it has finally been admitted that price policy is not sufficient to resolve, the agricultural problem. Rural migration is necessary. Agricultural development programs undertaken by, the various countries do not seem capable of adapting agriculture to modern conditions.
