Abstract

[fre] Les difficultés financières de plusieurs collectivités locales en France et dans d’autres pays européens du fait du recours à un endettement à base de produits structurés ont été mises en avant au cours de ces derniers mois. L’utilisation de ces produits doit cependant être relativisée : ainsi en 2009, seuls 9 % de la dette des collectivités locales françaises reposaient sur des produits structurés volatiles. La charte Gissler s’est attaquée aux problèmes d’information et de transparence de ces produits. Se pose malgré tout la nécessité d’une meilleure formation de l’encadrement et des élus locaux. Mais un des problèmes majeurs reste celui du niveau d’information des assemblées délibérantes sur la gestion de la trésorerie et de la dette, sur le niveau de risque induit et sur la prise de décisions. Par ailleurs, il importe aussi que les prêteurs aient une vision complète de la situation financière des emprunteurs. . Classification JEL : G21, H74. The financial troubles of several local authorities throughout Europe due to the use of structured financial products have been emphasized in the last few months. Yet in 2009 only 9% of the French local authorities’ debt were based on volatile structured products. The adoption of the Charte Gissler will give access to better and standardized information and transparency. Nevertheless, the training of both the executives and the elected members of these authorities has to be improved. But one of the main pending problems is the level of information of the deliberative assemblies’ members on items such as cash and debt management, induced risk and decision making. What also matters is that lenders have an accurate view of borrowers’ financial situation ? . Classification JEL : G21, H74. . .
