Abstract

[eng] Is our Financial System Serving Us Well ? . The financial crisis that occured in 2007 has put the way the financial system works at the heart of the economists and politicians preoccupations. If the causes and effects of this crisis have been explored in depth, a fundamental question has not been addressed : does the financial system allocates the savings efficiently and is its efficiency worth its cost ? For the last thirty years, this system has become more and more costly whereas the performances of the American economy as a whole have been on a decreasing trend. The author considers that economists face the challenge to measure this efficiency with regard to its cost. This question might seem straightforward but it is practically highly complex. That is why he suggests a few concrete steps that might reduce the risks of a new financial crisis in the meanwhile. . Classification JEL : C0, E44, G0, G01. . . [fre] La crise financière débutée en 2007 a mis le fonctionnement du système financier au coeur des préoccupations des économistes et des politiques. Si les causes et les effets de cette crise ont été analysés en profondeur, la question fondamentale n’a pas été abordée : l’allocation de l’épargne réalisée par le système financier est-elle efficace et le coût de ce système est-il acceptable au regard de son efficacité ? Au cours des trente dernières années, le coût de fonctionnement du système financier a fortement augmenté, alors que les performances globales de l’économie américaine ont eu tendance à se dégrader. L’auteur considère que les économistes sont confrontés au défi de mesurer l’efficience du système financier à l’aune de ses coûts. Cette idée apparemment simple sera toutefois longue et difficile à mettre en oeuvre. D’ici là, un certain nombre de mesures pourraient réduire les comportements risqués des établissements financiers. . Classification JEL : C0, E44, G0, G01.
