Abstract

[fre] Le débat élargissement/approfondissement concerne non seulement la dynamique du marché unique, mais également l’union monétaire et la zone euro. En raison des délais d’adaptation du système de gouvernance qui peuvent être longs, les coûts du non approfondissement après la phase d’élargissement risquent d’être élevés en termes économiques et sociaux. Dans ce papier, une évaluation des effets économiques, financiers et monétaires de l’élargissement est menée à travers une analyse coûts/avantages. De même, sont présentés les mécanismes pour pallier les carences de la gouvernance monétaire et économique et de leur articulation avec la gouvernance politique dans la perspective de l’élargissement de la zone euro. . The European enlargement/deepening issue deals not only with the dynamics of the Single Market, but also the monetary union and the Euro Zone. Considering how long it can take to adapt the governance system accordingly, the costs of not developing the European alliance after the expansion phase could be quite high in economic and social terms. This paper evaluates the economic, financial and monetary impacts of the enlarged Europe via a cost/benefit analysis. It also presents the appropriate mechanisms needed to correct the deficiencies in monetary and economic governance and align them with political governance with the aim of enlarging the Euro Zone. .
