Le financement de la sécurité dans les villes

Abstract

[eng] How cities finance their security ? . This article deals with the amounts mobilized by big and medium cities to finance security. It presents sources of these financings and their allocation concerning security. This article highlights an increase of amounts dedicated to security by cities but it also underlines the fact that financings often take the form of cross holdings between several institutions. This result is based on inquiries of the French National Institute of Statistics and Economic Studies - INSEE -, on data gathered to cities (annual report, financial report and social balance sheet) and on discussions with consultants in security. This article describes first different sort of financial tools, then it analyses mobilized workforce (recruitment of local policemen, use of expertise) and techniques (mainly the video surveillance) used by cities. . JEL classification : H54, K32 [fre] Cet article s’intéresse aux masses financières mobilisées par les grandes et moyennes villes, aux sources de ces financements et à leur affectation en matière de financement de la sécurité. Cet article met en évidence, sur la base de données issues d’enquêtes de l’INSEE, de données recueillies auprès de villes (rapport d’activité, rapport financier et bilan social) et d’entretiens auprès de consultants en sécurité, une augmentation des financements consacrés à la sécurité par les villes, tout en soulignant le fait que les financements prennent souvent la forme de participations croisées entre plusieurs institutions. Examinant plus précisément les types de moyens mobilisés, cet article s’attache ensuite à analyser la mobilisation de moyens humains (recrutement de policiers municipaux, utilisation de l’expertise) et techniques (essentiellement la vidéosurveillance) par les villes. .
