Abstract

[eng] The mapping of operational risk : a regulatory or a management tool ? . The mapping of operational risk has to be linked with an appropriate understanding of processes and system of control. So it can constitute a powerful tool of analysis and be inserted in the management of performances. Sometimes some obstacles can delay the use of the mapping as a tool in a global analysis of risk management. These difficulties seem to be based on a resistance to change or on a lack of communication and training, than on a debate about the interest and the use of this tool. Once these benefits and obstacles are exposed, this article presents some practical rules and some reefs to be avoided in the operational implementation of a mapping of risks. . JEL classification : G28, K23 [fre] Associée à une compréhension adéquate des processus et du système de contrôle, la cartographie des risques peut constituer un outil puissant d’analyse et ainsi s’insérer pleinement dans le dispositif de pilotage des performances. Quelques obstacles peuvent parfois encore ralentir l’utilisation de la cartographie des risques dans le cadre d’une démarche globale de gestion et de pilotage. Ces difficultés semblent plus relever d’une résistance au changement ou d’un manque de communication et de formation, que d’un débat de fonds sur l’intérêt et l’utilisation de cet outil. Enfin, une fois ces bénéfices et obstacles clairement posés, cet article rappelle quelques règles pratiques à respecter, et quelques écueils à éviter, dans la conception et la mise en oeuvre opérationnelle d’une cartographie des risques. .
