L'assurance santé en France : un financement introuvable ?

Abstract

[eng] Since 20 years, the health expenditures’ growth involves an increased deficit of health insurance public schemes. This expenditures’ growth was financed by GDB growth, taxes increase and public loan. Moreover, an increase of the life expectancy was noticed during this period. But its main reason can’t be attributed without doubt to the health system’s efficiency. At last, this sector’s sustained financing hasn’t allowed to introduce nor an ambitious medical research policy, nor an international biomedical sector. This article examines health financing’s public policy and its prospects. . JEL classification : G22, I18 [fre] Depuis plus de 20 ans, la croissance des dépenses de soins de santé entraîne un déficit croissant des régimes publics d’assurance-maladie. Cette croissance des dépenses a été financée par la croissance du PIB, l’augmentation des prélèvements obligatoires et l’emprunt public. Par ailleurs, durant cette période, nous avons constaté l’augmentation tendancielle de l’espérance de vie en France, sans que l’on soit en mesure d’en attribuer une part à l’efficacité du système de soins. Enfin, le financement soutenu de ce secteur n’a pas permis de construire une politique de recherche médicale ambitieuse, ni un secteur industriel du biomédical d’envergure mondiale. Cet article s’interroge sur l’efficience de la politique publique de financement des soins de santé et sur les perspectives de celle-ci. . Classification JEL : G22, I18
