Abstract

[eng] Debates lead to divide retirement thought, considered as a public solidarity, and insurance thought, confined to financial interests of pension funds. An historical survey reminds that insurance’s techniques and institutions played a great role in management of elderly risk. Their efficiency was a determining factor in the success of the industrial revolution and the emergence of retirement thought. The analysis of current systems’ crisis shows that it is first due to a lack of risk management’s adaptability to the life-expectancy context. The need of future retirement’s financing and implemented reforms broaden the insurers’ future prospects. They will have to take up technical, financial, marketing or trading challenges in order to capture this still potential market. This evolution demands a consistent European regulations framework. . JEL classification : G22, J26 [fre] La passion des débats a parfois conduit à opposer la notion de retraite, assimilée à une solidarité d’ordre public, et celle d’assurance, souvent réduite aux intérêts financiers des fonds de pension. Un rapide retour historique rappelle utilement que les techniques et institutions de l’assurance ont, au contraire, joué un rôle majeur dans la gestion du risque vieillesse et que leur efficacité a été déterminante dans la réussite de la Révolution industrielle et l’émergence de la notion de retraite. L’analyse de la crise des systèmes existants confirme par ailleurs que celle-ci relève avant tout d’une problématique d’adaptation des techniques de gestion du risque de longévité au contexte contemporain. Le besoin de financement des retraites futures et les réformes convergentes mises en oeuvre ouvrent un large champ aux assureurs. Pour capter ce marché encore virtuel, ils devront relever d’importants défis techniques, financiers, marketing et commerciaux, tâche qui requiert un cadre réglementaire cohérent au niveau européen. .
