Le poids des créances douteuses dans l’économie chinoise : existe-t-il un risque systémique ?

Abstract

[eng] Non performing loans in China : is there a systemic risk ? . Non performing loans in China represent 391 billions USD (including non performing loans owned by asset management companies). Today, non performing loans (NPL) do not represent a big risk for the Chinese economy. The financial risk is excluded. The Chinese economy has sufficient financial resources to capitalize state owned banks. Nevertheless, if banks do not improve their financial situation before the end of 2006, there is a strong risk that domestic saving outflows from domestic banks to foreign banks. Moreover, government projects for the future are very ambitious : social security, pension. Banking management and risk exposure have to be change and for that, Chinese authorities need help from foreign banks. . JEL classification : E42, F36, G2, O53 [fre] Le poids des créances douteuses en Chine est estimé à 391 Md$ (y compris créances détenues par les autorités de défaisance). Aujourd’hui, les créances douteuses ne constituent pas un gros problème. Le risque de crise financière est exclu. L’économie chinoise dispose de ressources financières suffisantes pour recapitaliser les banques en cas de besoin. Toutefois, l’ouverture aux banques étrangères fin 2006 va fragiliser le système bancaire. À cet horizon, si les bilans des banques chinoises ne sont pas sains, l’épargne domestique risque de se précipiter vers les banques étrangères. Par ailleurs, les ressources financières des autorités vont être de plus en plus utilisées à d’autres fins, notamment le développement de la Sécurité sociale et des retraites. Les pratiques bancaires doivent être modifiées, une véritable gestion du risque de crédit doit être menée et, pour cela, les autorités chinoises comptent sur un transfert de savoir-faire des banques étrangères. .
