Abstract

[eng] China : the scapegoat of the American industry’s decline . United States often blame China for unfair trade like exchange rate policy of undervaluation, central Bank interventions, export dumping for several products. Are these blames justified ? Or do they keep the bad state of the American economy ? Is the trade imbalance between United Sates and China the result of Chinese unfair process or economic policies or of the bad situation of American industry except new technology ? We show that the second assumption is more likely. So China would be a scapegoat to hide the structural weakness of American economy.. JEL classification : F15, F31 [fre] Les États-Unis accusent régulièrement la Chine de pratiques commerciales déloyales : sous-évaluation du yuan, avec les interventions de change, dumping à l’exportation pour un certain nombre de produits. Ces accusations sont-elles légitimes, ou au contraire sont-elles une manière de cacher le mauvais état de l’économie américaine ? Le déficit commercial bilatéral des États-Unis avec la Chine vient-il donc des pratiques ou politiques économiques anormales de cette dernière, ou de la mauvaise situation de l’industrie américaine, en dehors de l’industrie des nouvelles technologies ? Nous montrons que la seconde hypothèse est nettement plus vraisemblable. La Chine serait donc un bouc émissaire visant à cacher cette faiblesse structurelle de l’économie américaine. .
