Comment achever l’intégration du marché européen des capitaux ?

Abstract

[eng] How can we complete the integration of the European capital market ? . From the outset, the euro has benefited from an almost perfectly integrated interbank market. The network of central banks oversees the real-time circulation of central money across the entire European Union. By contrast, the securities and derivatives market has proved much harder to integrate. Indeed, the technical complexity and financial interests of market participants have been and remain real obstacles. Certainly, progress has been made after the Commission's action plan on financial services and following the reform of the decision-making process upon the recommendations of the committee of experts chaired by Alexandre Lamfalussy. However, there is still a long way to go to reach the target of integration. The main challenges appear to be in the areas of law, regulation and supervision and in the role of a central depositary. . JEL classification : F36, G15 [fre] Dès l'origine, l'euro disposa d'un marché interbancaire presque parfaitement intégré, le réseau des Banques centrales assurant la circulation de la monnaie centrale en temps réel à travers toute l'Union. Au contraire, l'intégration du marché des titres et des produits dérivés se révéla bien plus difficile. En effet, la complexité technique aussi bien que les intérêts financiers des participants au marché ont été - et demeurent - de réels obstacles. Certes, des progrès ont été accomplis suivant le Plan d'action de la Commission sur les services financiers et après la réforme du processus de décision consécutive aux propositions des Sages présidés par Alexandre Lamfalussy. Cependant, il y a encore beaucoup de chemin à parcourir pour atteindre l'objectif poursuivi. Les principaux aspects de ce qui devrait être entrepris semblent concerner le droit, la réglementation et le contrôle, et enfin la fonction de dépositaire central. . Classification JEL : F36, G15
