La Zone franc, dix ans après la dévaluation : situation macroéconomique

Abstract

[fre] Dix ans après la dévaluation du franc CFA, un consensus large réunit les économistes sur la réussite macroéconomique de cet événement, mais aussi sur ses limites. Cet article s'attache, tout d'abord, à . faire le point sur la situation des réserves de la zone, puis à évaluer sa compétitivité et à mesurer comparativement au reste de l'Afrique Subsaharienne, aux pays à faibles revenus et aux pays pauvres très endettés ses performances économiques au cours des 10 dernières années. Puis deux questions concernant le fonctionnement de la Zone franc sont abordées : la garantie asymétrique contre la dépréciation de l'euro et la fin des avances directes aux États. Enfin, les auteurs abordent les problèmes de la crise ivoirienne et de la baisse du dollar, puis les perspectives de la formation d'une vaste zone monétaire regroupant la Zone franc et les autres pays membres de la CEDEAO dans la ZMAO. Ils concluent sur les leçons des 10 dernières années. . Classification JEL : E42, F32, F33, O55 [eng] The Franc Zone ten years after the devaluation : macroeconomic situation . Ten years after the CFA Franc devaluation economists have agreed on the macroeconomic success of this event but also on its limits. This article analyses the reserve requirements of the Franc Zone, its competitiveness and its economic results compared with sub-Saharan Africa, with low income countries and with heavily indebted poor countries since ten years. The authors then deal with two questions : the asymmetric guarantee against the depreciation of Euro and the end of direct advances from central bank. At the end, authors analyse the crisis in Côte d'Ivoire, the decrease of dollar and the future of a great monetary area consolidating Franc Zone, other countries of ECOWAS in the WAMZ. .
