Les agences de rating et la réforme de Bâle : ni démiurges, ni insignifiantes

Abstract

[eng] Credit rating agencies and Basel capital reform proposal : a subordinated but significant role . The explicit introduction of credit ratings into the bank solvency regulatory framework is a key feature of the Basle Committee proposals. Following extensive consultations, the initial proposals have been reviewed and the role of credit rating agencies (CRA) substantially re-focused with increased emphasis on internal rating systems developed by banks. Nevertheless CRA will continue to have a meaningful role in the new regulation and as benchmarks for developing internal rating systems. Analysing relationship between CRA and reform proposal implies a short description of relationship between standardized approach and internal rating systems. This article deals with adjustment of rating scales developed by CRA for mapping them out into the new regulatory framework and with issues that have been shelved. . JEL classifications : G28 [fre] L'implication explicite des agences de notation dans la détermination des exigences bancaires en matière de fonds propres est un facteur clé du dispositif du Comité de Bâle. Suite à une large consultation, la proposition initiale a été révisée et le rôle des agences de notation réduit au profit des systèmes de notation interne développés par les banques. Cependant, la référence aux agences de notation restera au coeur de la mise en oeuvre des systèmes de rating interne. Analyser les relations entre la réforme en cours et l'activité de rating des agences nécessite de retracer brièvement la dialectique rating externe/rating interne à l'aune des débats sur le contenu et les fondements de la réforme. À travers ces différents aspects, on abordera la place et l'apport du rating externe dans la nouvelle réglementation telle qu'elle est actuellement envisagée, puis on évoquera quelques problèmes de fond qui font question quant à la mise en oeuvre de la réforme. .
