Les enjeux de la réforme du ratio de solvabilité

Abstract

[eng] Challenges of solvency ratio's reform . Basel II aims at better risk management. Banks will have to show to their regulators but also to the financial markets that they know their risks and behave accordingly. The reform means strong commitments from banks and regulators. Banks will have to invest heavily and bend their strategy to the new risk hierarchy. Capital optimizing will be easier for those with strong expertise in risk measurement and monitoring. Changes in lending and marketing policies are deemed to occur ; the financing of the economy will hence be affected. The judgment and skills of the regulators will be much in demand and will be the only way to avoid the bureaucratic drift which may be implied by such a sophisticated regulation. Their capability to coordinate their action will be critical to the level playing field conditions and, from the banks' point of view, to a cost-effective implementation. Support from all the actors is therefore necessary. An effective coordination with the IASB is also considered as an absolute necessity. . JEL classifications : E44, G21, G28, M41 [fre] Le Comité de Bâle définit un nouveau ratio de solvabilité et cherche à promouvoir une bonne gestion des risques bancaires par une amélioration du contrôle des superviseurs et de la transparence de l'information. Les banques devront adapter leur gestion et leur stratégie à la nouvelle hiérarchie des risques. Les plus avancées dans la mesure et le suivi de leurs risques pourront optimiser leur gestion du capital. Des ajustements significatifs en termes de comportement et de politique commerciale, donc dans le financement de l'économie, sont à attendre. Les régulateurs devront faire preuve de jugement et de compétence pour éviter toute dérive bureaucratique dans la mise en oeuvre d'une réglementation fort complexe. Leur capacité de coordination sera déterminante pour éviter des distorsions de concurrence et assurer une mise en oeuvre économique de la réforme. L'adhésion de tous les acteurs est donc nécessaire. Elle nécessite aussi une coordination effective avec les nouvelles normes comptables de l'IASB. . Classification JEL : E44, G21, G28, M41
