Bâle II : quelles conditions pour réussir ?

Abstract

[fre] La réforme du ratio de solvabilité engagée par le Comité de Bâle et celle entreprise parallèlement par la Commission européenne dans le cadre de la réforme de la Directive sur l'adéquation des fonds propres renouvelle un état des lieux. Même si les règles prudentielles ne sont pas soumises au même régime que celles encadrant les conditions de concurrence internationale, il n'en reste pas moins que leur évolution influencera les conditions d'exercice de l'activité bancaire et donc de la concurrence. Cet article analyse ainsi comment Bâle II et ses applications européenne et américaine vont modifier les conditions de concurrence dans les secteurs bancaire et financier. Bâle II est une réforme essentielle qui améliore la stabilité financière. Elle doit permettre de mieux apprécier les risques pris par les établissements financiers en analysant mieux leurs engagements. L'existence d'une vraie et équitable concurrence, entre tous les établissements au niveau international, est la clé du succès. . Classification JEL : G15, G21, G28 [eng] Basel II : which conditions to succeed ? . The Basel Committee's reform and the EC's reform of the capital adequacy directive renew prudential regulation. Although prudential rules aren't subjected to the same rules as international competition, their development will influence banking businesses and competition. The author analyses how Basel II and its European or American implementations will change competition in the financial sector. Basel II is an essential reform which improves financial stability. It allows to really appreciate banking risk management. Success will arrive if a real competition between all international banks exists. . JEL classification : G15, G21, G28
