Abstract

[eng] Western Banks aren't afraid by banking Eastern weaknesses . The banking sector restructuring in Eastern Europe began in the early 1990's. However, a lot of works still remains : privatisation programs of the bigger banks aren't fully achieved and the regulation authorities aren't always efficient. While these two problems can't be solved easily, the author presents the other weaknesses and potential risk hanging over these banking systems such as : their small size and their too important merging of businesses ; the low level of real economy financing by banking system ; the important part of government securities in the banking balance sheet or the high level of loans... . JEL classifications : F36, G2, P31, P34 [fre] La restructuration des secteurs bancaires en Europe de l'Est, a commencé au début des années 1990. Toutefois, il existe encore des chantiers non achevés : les programmes de privatisation des grandes banques ne sont pas totalement accomplis et des organes de supervision ne sont pas toujours efficaces. Alors que ces deux problèmes peuvent être assez rapidement corrigés, l'auteur expose ici les autres faiblesses et risques potentiels qui pèsent sur ces systèmes bancaires, tels que par exemple, la taille encore trop faible et la trop forte concentration des systèmes bancaires ; le faible financement de l'économie par les banques ; le poids important des titres d'État dans le bilan des banques ou encore le niveau élevé des prêts... .
