Bâle II et les pays de l’Est : le point de vue d’un banquier central

Abstract

[fre] Le parallélisme des processus d'élargissement de l'Union et de révision de l'Accord actuel sur les fonds propres des banques amène naturellement à s'interroger sur les enjeux et les impacts d'une telle réforme pour les nouveaux États membres et pour l'UE. En effet, l'entrée de dix PECO dans l'UE en mai 2004 et la mise en application du nouvel accord de Bâle et de la future directive européenne sur les fonds propres (Cad III) le 31 décembre 2006 devraient profondément modifier le cadre d'exercice de l'activité bancaire et de sa surveillance au sein de l'Union. Avec l'adhésion de dix nouveaux membres, caractérisés par des situations économiques et des systèmes bancaires contrastés, le futur ratio de solvabilité doit contribuer à accroître la stabilité financière de l'Union. Pour y parvenir, tant les banques des pays accédants et des États membres de l'Union que les autorités de contrôle bancaire nationales doivent surmonter les défis inhérents à la mise en oeuvre du nouveau dispositif. . This article deals with impacts of the Accord on bank capital regulation on new European member states and the EU. The enlargement to 10 Eastern European countries, from May 2004, and the implementation, December 31st 2006, of the new Basel Accord and future European directive on equity capital (Cad III) should change the banking framework and regulation in the Union. The accession process concerns 10 new members with different economical situations and banking systems. So the future solvency ratio has to increase European financial stability. To reach this objective, accession countries, EU members' banks and domestic regulation authorities must overcome challenges of new control system's implementation. .
