Abstract

[eng] Internet and the financial markets regulation . The development of data processing technologies and the world wide web (Internet) has been largely spread in France. This evolution concerns the regulator with new and quite complex issues. The Internet presents opportunities to investors because it improves the offer of financial services, multiplies access to financial information from issuers or from the market itself and easies the COB's mission concerning the protection of investors' saving. Nevertheless, Internet leads to stronger risks for investors, as the development of the offer goes with abuses or frauds, which are difficult to detect. As a consequence, the COB oversees with a particular attention the uses of Internet by various market actors, but at the same time makes the best of the web which may, finally, appear as an efficient tool at disposal for the regulator. . JEL classification : G28, 033 [fre] Le développement des technologies informatiques, concrétisé par l'apparition au niveau planétaire du réseau des réseaux (Internet), s'est largement diffusé en France et pose au régulateur de marché des questions nouvelles et d'une grande complexité. L'Internet est porteur d'opportunités pour les investisseurs car il améliore l'offre de services financiers, multiplie les accès à l'information financière en provenance des émetteurs et du marché lui-même et facilite la mission de protection de l'épargne confiée à la COB. L'Internet présente cependant des risques pour les investisseurs quand le développement de l'offre s'accompagne d'abus, voire de fraudes parfois difficiles à détecter. Aussi, la COB apporte-t-elle une vigilance toute particulière aux utilisations d'Internet par les différents acteurs de la finance, tout en tirant parti de ce réseau qui se révèle être un outil efficace à la disposition du régulateur. .
