Abstract

[fre] Cet article a pour objectif d’identifier les déterminants de la notation des collectivités locales de quatre pays européens : la France, l’Espagne, l’Italie, et la Suède. Un vecteur de risque composé d’indicateurs financiers, fiscaux et socio-économiques est mis en place sur la base d’une information publique. Les résultats des analyses discriminantes mettent en évidence le pouvoir prédictif d’un petit nombre d’indicateurs dérivés des comptes locaux et des offices statistiques nationaux et susceptibles d’être utilisés par la collectivité locale ou par ses pourvoyeurs de fonds dans l’évaluation du risque de défaut. Ces indicateurs sont de type socio-économique (PIB par habitant régional, taux de chômage) et financier (niveau d’endettement, de flexibilité des recettes et d’équilibre financier). . This paper attempts to analyze the determining factors of a rating given to local governments in four European countries : France, Italy, Spain and Sweden. In order to gain insight into those factors, which are most significant in explaining such ratings, a set of financial, fiscal and socio-economic ratios has been studied, derived from publicly available information. The results of discriminant analysis show that a small subset of variables from fiscal, financial and socio-economic type derived from published accounts and statistics provide useful information for a local government or its partners willing to assess its level of risk. The most significant determinants of the rating are regional GDP/capita and local unemployment rate, debt indicators, proportion of flexible revenues as well as gross operating margin and net budgetary balance. .
