Abstract

[fre] Aux Etats-Unis, 10 millions de bénéficiaires de prestations sociales ne disposent pas de compte bancaire auprès d’une institution de dépôts traditionnelle. Ce groupe a recours aux banques commerciales pour obtenir le paiement de leurs prestations, mais beaucoup utilisent les check-cashing outlets, bureaux spécialisés dans le paiement de chèques, moyennant le prélèvement de commissions onéreuses. Ces établissements, dont le nombre excède aujourd’hui 6 000, présentent l’avantage d’accorder une mise à disposition immédiate des fonds. En la quasi-absence d’un concept de compte bancaire de base, les banques arguent de leur côté qu’elles offrent des comptes peu onéreux. . In the United States, 10 million federal payments recipient lack access to depository accounts at traditional depository institutions. This paper examines the ways in which lower-income individuals get access to financial servoces. it also looks at several initiatives taken by the federal government and some states to promote the use of electronic payments, in order to lower their costs of administering benefits programs while trying to bring the «unbanked» into the financial mainstream. .
