Les besoins des personnes fragiles en matière de service bancaire

Abstract

[eng] Low-income and needs of banking services . Each year Secours Catholique serves over 700.000 people. From the experience gained through the services offered, and help given to this population ; Secours Catholique, a caritative NGO, is able to propose a pertinent analisys of the needs of people in situations of great precariousness. A low income level of resources leads to difficulties in relation to services in the banking system : no acceptance of application for the opening of a bank account, for credit granting, lack of advice and consideration, and no proper offer for appropriate means, linked with the client’s difficulty. . JEL Classification : I30 [fre] Plus de 700 000 personnes accueillies chaque année par le secours catholique permettent à l’association caritative de fournir une analyse pertinente des besoins de la population en situation de précarité sur le territoire français. La faiblesse des ressources perçues entraîne, par elle-même, des difficultés avec le système bancaire : refus d’ouverture de compte, refus d’octroi de crédit, défaut d’écoute, de conseil, de moyens appropriés, manque de considération. D’autre part, lorsque le maigre budget, géré au plus juste, est déséquilibré, suite à une dépense inattendue ou à un retard dans la perception des ressources, il s’en suit généralement des incidents de paiement. C’est alors tout le « système bancaire » qui se met en route pour plonger les personnes, en simple difficulté financière, dans la précarité et l’exclusion. Un compte bancaire, des moyens de paiement à distance, même pour les interdits de chéquier, des crédits adaptés, des frais réduits, un compte insaisissable, c’est ce que demandent les personnes à faibles revenus et avec elles le Secours Catholique. .
