Abstract

[eng] Hong Kong in South-East Asian finance . This article deals, on one hand, with the political transition in Hong Kong and its repercussions on monetary agreements signed in 1997 with China, and on the other, with Asian finance development, while insisting on the relationship between Hong Kong and the rest of Asia.. This article particulary highlights the technological changes having taken place in Hong Kong, which appears to be a model in this respect. It also stresses heavy infrastructure investments required in Asia, Euro consequences as a reserve currency against US dollar and Yen, and finally, the synergy needed among these three areas for the economic and financial development of that region. In addition, internal monetary agreements between Hong Kong and China are dealt with in an annex, as well as the legal aspects that will prevail over monetary relationships between both countries. [fre] Cet article traite d'une part de la transition politique à Hong Kong et de ses implications sur les accords monétaires signés en 1997 avec la Chine, et d'autre part du développement de la finance asiatique, en insistant sur la relation de Hong Kong avec le reste de l'Asie.. L'article met tout particulièrement en avant les changements technologiques dont Hong Kong est le principal modèle, le financement des énormes investissements en infrastructures dont l'Asie a besoin, les conséquences de l'euro comme monnaie de réserve pour le dollar US et le Yen et enfin la nécessaire synergie entre ces trois pays pour le développement économique et financier de la région. Enfin, en annexe, il aborde les accords monétaires intervenus entre Hong Kong et la Chine et traite notamment des principes juridiques qui vont régir les relations monétaires entre les deux pays.
