L'adaptation du Japon aux nouvelles règles de mesure et de contrôle des risques liés aux activités de marché

Abstract

[fre] L'extension du ratio Cooke aux risques de marché, ainsi que le développement de diverses autres nouvelles règles et « bonnes pratiques » de contrôle des risques liés aux activités de marché, ont déclenché un processus d'adaptation des institutions financières, des marchés et de leurs régulateurs dans de nombreux pays. Au Japon, ce processus prend une ampleur importante. Il y est en effet lié au repositionnement de l'organisme de contrôle des banques et plus généralement au projet de réforme de la place financière nippone. La réaction des banques japonaises à l'extension du ratio Cooke est par ailleurs intéressante à observer dans le cadre de la restructuration amorcée du secteur bancaire nippon et des changements en cours dans les méthodes de gestion de l'industrie bancaire. Cette étude présente en outre, brièvement, différents types de modèles de mesure des risques de marché. [eng] Japan's adaptation to new market related risk control and assessment regulations . The extension of Cooke's ratio to market risks as well as the development of many other new rules and market related risk control « good practices » have triggered an adaptation process from financial institutions, markets and their regulators in a number of countries. In Japan, this process has been very spectacular. It is in fact related to the repositioning of the entity controlling the banking sector and, more generally, to the Nippon financial market reform project. . Moreover, Japanese banks reaction to the Cooke's ratio extension is interesting to look at within the framework of the restructuring initiated by the Nippon banking sector and the current changes in the banking industry management methods. This study also briefly presents different kinds of market risk assessment models.
