L'assurance japonaise : colosse aux pieds d'argile ou phénix ?

Abstract

[eng] Japanese insurance, an idol with feet of clay or a phoenix ? . Until a couple of months ago, Japanese insurers were envied and even feared by their competitors in other countries, mainly on account of the Japanese market size and also the almost total control they exerted on the market. But, today some doubts have cropped up, at least in the field of life insurance, that seem to be justified by a major company's recent failure.. After having presented the Japanese insurance market, this article analyses the reasons for the difficulties encountered by life insurance operators and the mechanisms having led to this situation.. It also teaches a lesson for global insurance markets as a whole : importance of asset/liability management ; sensitivity to the financial evolutions and to general economic policy measures ; quality and kinds of interference of government control systems related matters, unbalances triggered by competition distortions, risks and, finally, international trade. [fre] Les assureurs japonais étaient jusqu'à ces derniers mois considérés avec envie et même crainte par leurs concurrents des autres pays, en raison notamment de la taille du marché nippon et du contrôle quasi total qu'ils avaient su en conserver. Aujourd'hui cependant se sont insinués, du moins dans le domaine de l'assurance vie, des doutes que semble confirmer la faillite récente d'une importante société.. Cet article, après avoir présenté le marché japonais de l'assurance, analyse les raisons des difficultés que connaissent ses opérateurs vie et les mécanismes qui ont conduit à cette situation.. Il en tire également des enseignements pour l'ensemble des marchés mondiaux d'assurance : importance de la gestion actif/passif, sensibilité à des évolutions financières et à des mesures de politique économique générale, question de la qualité et des modes d'intervention des systèmes de contrôle publics, instabilités créées par les distorsions de concurrence, enjeux, enfin, des négociations commerciales internationales.
