L'efficacité de la réglementation prudentielle des banques à la lumière des approches théoriques

Abstract

[fre] La réglementation prudentielle n'est qu'une des composantes du contrôle bancaire ; son rôle est néanmoins crucial. Si son objectif de sécurité et de stabilité du secteur bancaire est généralement admis, le choix de ses instruments est plus controversé. Une analyse comparée de la littérature nous apparaît un outil méthodologique indispensable. Selon nous, les spécificités de la banque fondent sa réglementation. C'est donc sur leur capacité à intégrer les spécificités bancaires que doit se juger la pertinence des différentes approches théoriques. Les cadres d'analyse traditionnels (théorie de la préférence sur les états et théorie du choix de portefeuille) se révèlent mal adaptés à la formalisation des spécificités bancaires en raison de leurs hypothèses respectives de complétude et de perfection des marchés financiers. Dans les modèles récents de « réglementation optimale », la formalisation de la réglementation prudentielle des banques évolue désormais vers l'intégration, encore partielle cependant, des asymétries d'information indispensables à la compréhension de la spécificité bancaire. [eng] Efficiency of bank's prudential regulation in the light of theoretical application . Prudential Regulation is only one of the components of banking regulation ; however its position is crucial. Though its purpose to secure and stabilize the banking system is generally admitted, the tools chosen are much more discussed. A survey of the related literature seems to be an essential methodological approach. In our opinion, banking regulation is founded on the banks specificities. For this reason, different theoretical approaches's relevance rely on their capacity to integrate these specificities. Traditional analysis are not appropriate to the formalisation of banking specificities due to respective hypothesis about complete and perfect financial markets. New models of « optimal regulation » tend to build their analyses on the information asymmetries which are absolutely necessary to banking specificities understanding.
