Abstract

[fre] Les banques ne restent pas passives devant la baisse des taux. Leur comportement est même crucial dans les mécanismes de transmission de la politique des taux sur les variables économiques et financières. Nous présentons ici une discussion sur le comportement des banques françaises face à la baisse des taux, en comparant les deux périodes : 1984-1986 et 1992-1993. En utilisant un modèle conceptuel d'analyse des positions de taux d'un bilan bancaire, on peut montrer que, en raison des changements réglementaires et des innovations intervenus depuis 1984, la gestion de la position de taux du système bancaire pendant les deux dernières périodes de baisse des taux a été très différente : une action sur les sensibilités des taux débiteurs en 1984-1986, une recomposition des bilans en même temps qu'un recours accru aux instruments de marché en 1992-1993. D'une manière générale, les banques v de dépôt sont soumises à une exposition structurelle à la baisse des taux, et cette exposition est d'autant . plus grande que les taux administrés sont insensibles, comme cela a été le cas en 1993. Their behaviour is even crucial to the mechanisms of transmitting interest rate policy to economic and financial variables. This article focuses on French banks behaviour as regards interest rate reductions, by comparing two periods : 1984-1986 and 1992-1993. By using a conceptual model of analysis of interest rate positions posted in a bank's balance sheet, it can be shown that, given regulatory changes and innovations occurred since 1984, the banking system's management of interest rates positions over the last two periods of interest rate reductions has been quite different : action over the sensitivity of interest rates for debit positions in 1984-1986, balance-sheet reshaping and, at the same time, a strong demand for market instruments in 1992-1993. In general, deposit banks are subject to a structural exposure to interest rate cuts, and this exposure is very high when administered rates are insensitive, as it was the case in 1993.
