U.S. Government Programs to Advance Technology

Abstract

[eng] This article reviews the technology policy influences that have helped inject dynamism into the U.S. economy. The central argument is that direct government subsidies to industry have had very little impact on the civilian economy. Rather, most of the stimulus has been indirect - e.g., by training new scientists and engineers under research grants to universities, and by supporting academic research whose fruits enter the civilian economy through university - industry ties and the formation of new high-technology ventures. Immigration policy has also played a major role in augmenting U.S. technological prowess. [fre] Cet article passe en revue les éléments de la politique technologique qui ont contribué à dynamiser l'économie nord-américaine. Sa thèse principale est que les subventions directes de l'État en faveur de l'industrie n'ont eu qu'un impact extrêmement minime sur l'économie civile. En réalité, l'impulsion donnée par cette politique a été plutôt indirecte : de nouveaux scientifiques et ingénieurs ont pu être formés grâce aux bourses de recherche octroyées aux universités, par exemple, et le soutien apporté à la recherche universitaire a permis d'obtenir des résultats qui ont bénéficié à l'économie civile grâce aux liens entre l'université et le monde industriel et à la création de nouvelles sociétés de haute technologie. La politique d'immigration a également joué un rôle de premier plan dans l'accroissement des compétences technologiques des États-Unis.
