L'évolution des politiques régionales d'intermédiation technologique

Abstract

[eng] This text deals with regional policies of technological intermediation, i.e. international, national ou local public actions aiming at developing cooperations between entreprises and universities within local territories. First, it explains the institutionalist features of this kind of policies. Second, from the example of such policies implemented in the north of the France, it shows their evolutions over the period 1984-1995. Final, it locates these transformations in an evolution of the implicit model of technical change from which regional policies of technological intermediation were designed. [fre] Ce texte traite des politiques régionales d'intermédiation technologique, c'est-à-dire des actions publiques d'origine internationale, nationale ou locale qui visent à favoriser et développer au sein de territoires locaux les relations de coopérations entre des entreprises et des universités. Nous exposons les caractéristiques institutionnalistes de ces politiques pour ensuite, en nous appuyant sur l'exemple de la région du Nord-Pas de Calais, appréhender certaines de leurs évolutions sur la période 1984-1995. Enfin, nous montrons comment ces évolutions traduisent en fait celle du modèle implicite de changement technique à partir duquel ces politiques ont été conçues.
