Élargissement des fondements théoriques standards des politiques industrielles

Abstract

[eng] Mainstream economics only authorises a limited number of narrowly defined policies whereas a lot of public measures are nationally backed by "societal" consensus figuring a case for a mixed economy. This article gives a taxonomy of these measures according to their strategie intent vis-a-vis the global environment, then it shows that recent literature provides a sound basis for a broader array of industrial policies: the new trade theory for strategic policies to enhance international competitiveness, the new institutional economics and its methodology for an extensive horizontal industry policy on the institutional failure argument.
